[joomla] Performance Grader -- impossible to pass?

It's meant to be hard to pass... It's not meant to be a strict ruler for performance.  It's supposed to be a guideline (it even says that)...  (Google.com passes with the exception of valid html)...  

The whole point of the tool, is you feel your site is slow, it shows you the things you can change/tweak to make it faster...
