The company I work for takes care of such requests (except for creating virtual hosts and adding users etc, which are day to day administration tasks). We will install php and apache the way you want it to be installed if you let us know up front. We also provide managed services where you pay us an additional fee and never have to touch your box. We will do absolutely anything you need.

I'm sure there are other companies like this out there and being the *cheapest* is not our *thing*. If you're interested, please contact me for more info.
