Off topic... Problems with Apache

Hello Everyone,

Sorry about the off topic question but I am having a problem with my
webserver and I know that there are alot of experienced admins out there
that might be able to help.  I am running Redhat 7.3 with Apache compiled
from source. It runs on a server that also acts as a firewall/gateway for
our LAN.  From within the LAN there is no problem accessing the webserver.
However users outside the LAN have trouble from time to time. Their browsers
will not open any urls on this server.  At the times when the browser will
not open the site the users are able to ping the same url's successfully.
And then minutes later after trying again the browser will open the
websites.

Does anyone know why Apache might not be responding to requests?
