Have you looked at mod_rewrite?

Once you get the hang of it, it's pretty easy. I think you'd want 
something like:

RewriteCond   %{REQUEST_FILENAME} ^/[0-9]+
RewriteRule   ^/([0-9]+)     /somepage.php?variable=$1 [L,R]

Downsides: you have to read the manual, and you probably have to 
recompile Apache-- it's not enabled by default.
Upsides: people will think you're an Apache guru, and so you shall be.
