Well, there's of course Zend's products, http://dd.cron.ru/dbg/,
apd.communityconnect.com, and a slew of IDE products that integrate these
(look at the Survey area of the dd.cron.ru link).

Internal to PHP, var_dump() and print_r() are nice, plus debug_backtrace()
and good ol' echo  :)
