Well if you figure the guy gave out $12k of his $65k salary (~20%) ...
12,000 US Dollar = 552,180 Indian Rupee
(12,000 Indian Rupee (INR) = 260.785 US Dollar (USD))
Cost per average apt. @ $100 per month (4,601.50 Indian Rupee)

Unfortunatley the remaining amount of salary of the offshorer probably
went to just the rent alone for the year. :-\
I guess you need to live outside of the US for a while to really
understand the offshoring business.
