session.save_path = "c:/temp"

Of course, that directory needs to be writable by the web server, but you
don't want other users being able to read or tinker around with the files.
Here are the perms on mine:

C:\PROGRA~1>cacls c:\temp

c:\temp BUILTIN\Administrators:(OI)(CI)F
        machinename\Apache:(CI)(special access:)
                              SYNCHRONIZE
                              FILE_WRITE_DATA
                              FILE_APPEND_DATA

        NT AUTHORITY\Authenticated Users:(CI)(special access:)
                                             SYNCHRONIZE
                                             FILE_WRITE_DATA
                                             FILE_APPEND_DATA
                                             FILE_EXECUTE

        CREATOR OWNER:(OI)(CI)(IO)F
        NT AUTHORITY\SYSTEM:(OI)(CI)F
