Safari consists of more than O'Reilly. Here are some others (about half 
of the publishers who participate):

Peachpit
New Riders
Addison Wesley
Prentice Hall
Que
Sams

O'Reilly just happens to have better marketing and branding than any 
other publisher (by far). As a result, many people think Safari is owned 
and operated by O'Reilly.
