I've never seen this option.  What I do when I need my user to own the
uploaded files, is I have all the files uploaded directly into my database,
and then later (via cron, whatever) I run a CLI PHP script to pull them out
and write them to the filesystem.  Since the CLI script runs as me, I then
own the files.
