I've used Serendipity
http://www.s9y.org

and Drupal
http://drupal.org

I'd say that Serendipity is pretty good, but that I've moved to Drupal
because of the flexibility to do so much more with it besides
blogging.

Both can run multiple blogs.  I'm not sure about (multiple)
customizations on S9y, but I know drupal can have the UI customized in
a very extensible way
