I haven't seen a lot of work on that driver. From what I've heard, it
will not be a modification of the existing SQLite extension, as there
are big differences between SQLite 2 and 3. Instead, the PHP SQLite 3
driver may be part of PDO.

I haven't played around with PDO, but it doesn't look like it's
actively maintained. There are fixes and features that come in here
and there, but I've never really seen a posting with a concrete status
or launch plan.
