Scott, I'd go with Wordpress - that way you get backups and all the good stuff with a db-side CMS, but don't have the training overhead.  I've had people design their sites in powerpoint (thinking that was a great idea) convert to WP pretty quick.

I am looking for a simple cms for semi-static sites that a lay person 
can update simple content, add links etc.

Joomla is over kill for this.
Etomite comes close, but has no easy way to have links except as static HTML

Have you looked at CushyCMS (sushycms.com) ?

Basically, by using specially marked up DIVs on a static site, you can use 
CushyCMS to make select content editable.

Site will have 10 pages max, one editor and rarely change.

Almost static.
Joomla with needed patches etc, raise the complexity without benefits.

If you are in cpanel hosting there is an editor in there that isn't  
bad. It is part of the file manager.

Thanks Lew, that is very close to what I am looking for. It is not for 
my needs, but cleints who are not and do not want to be designers
