[joomla] php MySQL

Hi
I am considering hiring someone to 
develop an extensive online quiz program 
with php/MySQL.  I am not sure if it 
would be a good idea to use Joomla as 
the website for this application or if I 
should leave it up to the developer to 
create a new website.

Are there any considerations I shoudl be 
aware of if using Joomla?
