You might want to consider a simple approach:

* one Joomla master
* separate templates for each state
* create a menu (with an unpublished module) linking to each "state"
content area

In the end you'll only have one website to manage, and each state can
have their own distinct look, content, and menus/modules.

Of course you can get as complicated as you want, but KISS always
seems to get to the finish line first :-)
