Maybe it's just a difference of interpretation, but let's take some
clearer examples:

foo.php:
<?
sleep(5);
echo 'foo';
?>

bar.php:
<?
sleep(1);
echo 'barbarbarbarbar';
?>

I would say that bar.php is more efficient, but foo.php produces less
markup.
