I believe this (and all other variations, including an article in
php|architect) comes from piece of code written by Dave Sklar.

As far as I know, he was the first person to come up with the idea of
leveraging the US census ZIP Code data in combination with this
algorithm. Of course, Dave did not invent the "great circle"
algorithm, so the credit only goes so far. :)
