Hi,

I’m developing a system called TML (Template Markup Language), which provides tools that you can use to build web pages. If a page cannot be constructed with existing tools, you can create new tools that will do that, which is the same as plugins that other projects referring to. I have submitted TML as a project for NYPHP (http://ztml.com/ca/) but they are not interested. If you are interested in giving TML a try, we can work together and build your small CMS.

However, if the CMS that you are building were using system such as Mambo or WordPress, then it would be best to learn how to build the interfaces into those systems. Good luck with your project.
