Yes, designers should have HTML experience. But the best designers
think visually, and need to have the freedom to do that.

By all means hire a front-end code wrangler to save your elite
programmers from tearing their hair out over IE6 compatibility, but I
would never expect a top-notch graphic designer to know the first
thing about good markup. There is no skillset overlap, you know?
Writing HTML, CSS, and JavaScript--that's coding, not design.
