Try this website and you might find tons of IDEs for almost every language there is out there.

One particular text editor that is suitable for every language, including PHP, is Max's HTML Beauty, which is found in the above website. You'll have to look carefully to find it and it's under title heading "Office (Business) Softwares", about half-way through the page in the middle of the main page.
